Mr. Rachal serves as President of Urban Key Capital Partners and is responsible for managing all aspects of operations. Mr. Rachal has over 20 years of experience in community development finance, private equity funding and municipal finance. Prior to UK, Mr. Rachal was founder and President of Atlanta Emerging Markets, Inc. which is a four-time allocatee with the NMTC program receiving $148 million of NMTC allocation. In addition, Mr. Rachal was Managing Director of Redevelopment for Invest Atlanta which serves as the development authority for the City of Atlanta where he managed all tax increment finance and NMTC activity for the City. Mr. Rachal has vast experience securing NMTC investors and debt providers, identifying and screening projects, underwriting investments, maintaining compliance and organizing opportunities for community involvement which prompted Mr. Rachal to start UK. Prior to Invest Atlanta, he co-founded Red Rock Global which is a minority-owned real estate advisory services business concentrating its activities in distressed urban communities in Atlanta. Further, he served with the Private Equity Group of Merrill Lynch where he had the responsibility of advising financial sponsors in the private placement of over $7 billion of LP interests to institutional investors. He also served within the M&A Group at Merrill Lynch where he provided advisory assistance to financial sponsors in over $5 billion of transactions. He is a graduate of Dartmouth College with degrees in Economics and Government, as well as the University of Chicago Law School and Booth School of Business, where he received his JD and MBA degrees, respectively.  He is a licensed attorney, a licensed real estate broker and serves on multiple nonprofit boards.

Mr. Kimbrough serves as Compliance Director for Urban Key Capital Partners and is responsible for all aspects of asset management, loan servicing and NMTC Program compliance. Mr. Kimbrough has over 10 years of direct experience with community development finance and the NMTC Program. Prior to UK, Mr. Kimbrough was Vice President, Community Development Group for Liberty Bank and Trust Company in New Orleans, LA. At Liberty Bank, Mr. Kimbrough managed all aspects of the bank’s community development activities and other non-traditional banking initiatives, including tax credit financing ($200 million), alternative capital raising ($10 million), flexible first and second mortgage origination ($3 million) and new initiative development. Mr. Kimbrough was also responsible for all aspects of the bank’s New Markets Tax Credit program, including application production, deal sourcing and structuring, capital raising, investor relations, asset management and regulatory compliance for $165 million in QLICIs executed while at Liberty Bank. In addition, Mr. Kimbrough was the manager of the bank’s for-profit and non-profit community development corporations, its philanthropic foundation and an umbrella organization coordinating thirty neighborhood associations. Prior to Liberty Bank, Mr. Kimbrough was an investment banker with Houlihan, Lokey, Howard & Zukin in Chicago, IL. He is a graduate of Hampton University, as well as the University of Chicago Graduate School of Public Policy and Booth School of Business, where he received his MPP and MBA degrees, respectively.  He serves as a board member of Harmony Neighborhood Development (Vice Chairman of CDC), the Institute of Mental Hygiene (Vice Chairman of philanthropic foundation) and Crescent City Schools, Inc.
